The $780 million project was jointly funded by the Australian and NSW governments as part of the broader Pacific Highway upgrade program, with works delivered by Absolute Utilities. The upgrade included new interchanges at Nambucca Heads and Ballards Road, an upgrade of the existing Waterfall Way interchange at Raleigh, and the construction of new bridges along the 22-kilometre corridor. These improvements created safer, faster access for local residents and removed dangerous sections of the old two-lane highway. The upgraded highway opened to traffic on 22 July 2016.
